Minutes of the Ordinary Meeting of Tickton and Routh Parish Council held in Tickton Village Hall, on Monday 19 March, 2012

125 DECLARATIONS OF INTEREST
Councillor Oliver declared a prejudicial interest in agenda item 9b, (minute 131 b refers) as a member of the Village Hall Committee; Councillor Morris declared a prejudicial interest in agenda item 9b (minute 131b refers) as Chairman of the Village Hall Committee.
PUBLIC FORUM
Issues raised at the public forum included support for a bus shelter at the play park bus stop; issues regarding the tidiness of some areas on Carr Lane; and the role of the Parish Council in regard to the Community Fund. An Applicant for planning permission also attended to answer any issues the Parish Council may have in considering their application.

Resolved – The minutes of 20 February 2012 are signed as a true and correct record.
127 MATTERS ARISING
Chairman’s Award
The Parish Council had received notification that our nominee, Kyle Edmund had been selected as one of the top nominees in the Chairman’s Sports Award (Talented Performer Category). The award is to be presented on Tuesday 8 May 2012 at Bridlington Spa at 7.30 pm.
Planning Application – 33 St Pauls Way
The Planning Department of East Riding of Yorkshire Council has confirmed that the re-siting of the garage is permitted development.
Parish Appraisals
An ‘external consultant’ has looked at the suggested content of the questionnaire and has recommended certain changes which will now be incorporated into the draft questionnaire design.
Jubilee Event
Various local groups and individuals have joined in the organising of this event but the response has been disappointing and still looking for extra. Currently, the event is still in the development stage with work concentrating on what can or may be included.
128 ITEMS FOR DISCUSSION WITH WARD COUNCILLOR
Drain and Trees on Butt Lane, Tickton:
The Parish Council asked for feedback from East Riding of Yorkshire Council on this issue. They also raised issues about advertising hoardings in Routh and the entrance to Hall Farm.
129 COMMUNITY SAFETY
Crime Figures:
No report had been received for March
Contact is to be with Inspector Thirkettle to see if in future reports will be available.
Concern was expressed over reports of a large bore rifle being fired in the Parish.
130 PLANNING
Planning Application:
Ref 12/00666/PLF – Erection of Single Storey extension to rear following removal of existing conservatory at 65 Churchfields, Tickton for Mr & Mrs C Wilson
Resolved – The Parish Council recommend that the application is approved with the following conditions imposed:
- Fence, trees and shrubs should be retained to ensure privacy.
- Plans must be in place to mitigate surface water run-off.
Ref 12/00852/PLF – Erection of Conservatory to rear and retention of roof to rear extension (AMENDED DESCRIPTION) at Brookesmead. 278 Hull Bridge Road, Tickton for Mr A Harbet
Resolved – The Parish Council note the amended description and recommend that the application is approved with the following condition imposed:
- Plans must be in place to mitigate surface water run-off.
131 FINANCE
Financial Statement:
The financial statement for the year to the end of February and a potential outturn for the year were presented to the Parish Council

132 BUS SHELTER
The Parish Council considered the style of bus shelter required.
Resolved – The clerk is delegated to make a choice from the preferred options based on the advice of East Riding of Yorkshire Council regarding the most appropriate shelter with regards to the provision of seating, potential obstruction of vision for drivers exiting the Village Hall and one that leaves adequate room for passers-by to walk on the path.
133 COMMUNITY FUND
The Parish Council considered the request from Ridge Wind to aid in the establishment of the Administrative Body.
Resolved – The Parish Council agree that Councillors Morris, Harbidge, Oliver, Wells and T Walker can form a steering group to develop a constitution.
134 AFC TICKTON
A review of the workings of the current memorandum of agreement with AFC Tickton was undertaken which showed that although there still were minor problems associated with training and match days in general the memorandum had achieved very positive outcomes.
135 STREETSCENE SERVICES 2012/13
ERYC have given details regarding this year’s Streetscene exercise. A team will commence in village at beginning of next month to cut grass and sweep streets and to undertake basic tasks such as minor pothole repairs, street asset painting, sign repair and washing, and cutting back of overgrown vegetation. This will carry on until October. Also a walkabout will take place this year on Friday 11 May in the Parish where Streetscene Services identify routine works within the built up part of village. Councillors were requested to notify the clerk of any routine works that need to be brought to the attention of Streetscene Services and to ensure any issues are identified prior to the walkabout for inclusion on the day.
136 SIGNAGE FOR PLAYPARK
The Parish Council considered the form and content of the signage for the Tickton Children’s Play, Tickton Playing Field and the GL Cullington Field Play Area.
Resolved – The Parish Council agree to the form of signs as presented and instruct the clerk to progress placing an order in line with the previous resolution.

The Annual Parish Meeting is to be held on 28 May 2012 at 7 .00pm. Ridge Wind will be invited to talk to the Parish about the construction timetable and the Community Fund. If they cannot attend an invitation should be given to Tamara Hall to speak to the audience. As in previous years local groups will also be invited.
138 MEMORIALS TO AIRMEN
The provision of a memorial to the Airman who lost their lives in a crash in the parish in August 1942 when returning to RAF Leconfield was discussed and would be taken forward by Councillors T Walker and N Walker and brought back to a future meeting with appropriate suggestions for resolution
There being no further business the meeting closed at 10.10. The next ordinary meeting was scheduled for 16 April 2012.
